The San Diego Association of Governments (SANDAG) welcomes you to the Diversity in Small Contractor Opportunities (DISCO) Compliance Information System (CIS).

This web-based system supports our commitment to maximize and report the utilization of small and disadvantaged businesses by providing visibility, accountability and transparency throughout the entire compliance reporting process.

This streamlined system is accessible to SANDAG departments, consultants, and contractors. The following key features are available, depending on level(s) of access:

  • Automated communication with contractors via email regarding compliance issues
  • Online submission of subcontractor utilization reports with automated tracking of contract goals and participation
  • Online verification of subcontractor payments
  • Elimination of cumbersome paper-based processes
